These scams are becoming more common, and they’re catching good drivers off guard. The websites look polished. The prices look tempting. The promises sound great. But what happens next can cost a driver far more than money. It can cost them their career.
Let’s break down what’s going on in simple terms.
Fraudulent SAPs are setting up professional-looking websites and offering very low fees to lure in drivers who are desperate to clear their Clearinghouse record.
Here’s the pattern FMCSA is seeing:
1. They advertise cheap SAP services.
You’ll see things like $99 SAP evaluation or “We’ll get you through Step 6 fast”
2. Once you sign up, the price suddenly jumps.
Drivers report being hit with surprise fees, sometimes hundreds of dollars more than promised.
3. If you refuse to pay, the scammer threatens you.
This is the part most drivers don’t know is even possible.
Some of these fake SAPs are also registered in the Clearinghouse as employers.
That means they can switch roles and say:
If you don’t pay, I’ll enter a new violation on your record.
4. They follow through.
Drivers have reported new Clearinghouse violations being entered, things like:
Once that happens, the driver is forced to start the entire SAP process over again.
FMCSA is removing fraudulent entries when they find them, but the damage is already done: lost money, lost time, and lost trust.
Most drivers don’t know the rules well enough to spot a fake SAP.
And honestly, why would they? They’re focused on getting back to work.
Scammers know this.
They know drivers are stressed, overwhelmed, and eager to get their CDL reinstated.
They take advantage of that urgency.

No SAP can legally promise that.
No SAP can order follow-up testing.
No SAP can clear your record.
Only a future employer can order follow-up testing, and only after you’ve completed the SAP process.

FMCSA’s advice is simple: Don’t look for shortcuts.

1. Use trusted resources.
Go to www.saplist.com and click:
Find a C/TPA (For CDL drivers only)

2. Be cautious of low prices.
A $99 SAP evaluation is almost always a red flag.
3. Never send money or personal information to someone you haven’t verified.
Fake certificates and fake credentials are easy to create online.
4. Ask questions.
A real SAP will never rush you, pressure you, or promise illegal shortcuts.
